Horizon Summit: AI Regulation and Governance in India

Young AI Leaders Austria took part in an SL2 and Odyssean Institute Horizon Summit workshop analysing the future of AI regulation and governance in India through the Horizon Summit methodology.

What happened

Horizon 1 mapped stakeholders: “context setters” (investors, agencies) with high power but low direct interest; “players” (big tech, consultancies, platforms) with high power and interest; “subjects” (entry-level workers, small IP owners, young creatives) with high interest but low power; and “bystanders” who still feel indirect effects.

Horizon 2 used Causal Layered Analysis to surface scenarios such as “Technocratic Illusion,” “Big Society,” and a preferred future—“Harmony/Prosperity for All”—with balanced regulation and digital security. XLRM framed variables and levers under uncertainty. Horizon 3 stress-tested that preferred future with the Absorb–Adapt–Transform resilience framework.

Why it matters

Governance design needs structured foresight, not only legal text. Methods like Horizon Summit help youth communities practise the systems thinking required for responsible AI policy across regions.
